Frank Fowlie

Frank Fowlie holds a Doctor of Conflict Resolution (DCR) from La Trobe University, Melbourne. His award winning dissertation dealt with Evaluating Ombudsman Programs. He is also an alumnus of the University of Manitoba, University of Regina, and Royal Roads University where he earned a Master of Arts in Conflict Analysis and Management.

Frank Fowlie has taken training as a negotiation instructor at the Program on Negotiation at Harvard Law School. Frank has designed and taught courses on conflict resolution for several United Nations agencies. He also has been an associate faculty member of Royal Roads University, and is a Fellow with the National Centre for Technology and Dispute Resolution at the University of Massachusetts – Amherst. Frank holds the designation of Chartered Mediator.

Frank Fowlie was previously employed with the United Nations, where he was on Mission Staff in East Timor for two years. He was the deputy administrator for the capital city, and was appointed as the UN’s Olympic Games Officer, taking the world’s newest country to the Sydney Olympics. He was awarded the Canadian Peacekeeping Service Medal in recognition of his contribution to world peace while serving with the United Nations in East Timor.

Apart from his work in East Timor, Frank's various roles have taken him to many locations across the globe, from refugee camps in Northern Nepal, to conducting evaluation work for the World Bank in Quetta, Pakistan. Frank brings an experienced, and international skill set to his work.

Frank is a member of the Refugee Protection Division of teh Immigration and Refugee Board of Canada.

Frank Fowlie’s professional background includes being an Ombudsman Officer with the British Columbia Ombudsman’s Office; Senior Advisor with the Financial Consumer Agency of Canada; Saskatchewan Social Services Senior Special Investigator, and as a Policing Policy Advisor to the BC Attorney General. Frank began his career as a member of the Royal Canadian Mounted Police.

Frank Fowlie is involved in many volunteer activities. In 2021 Frank was appointed as the Deputy Chair of the inaugural Commonwealth Games Federation Ethics Commission. He is an "Olympic Supporter" member of the Canadian Olympic Committee. He served on the Board of Directors of the Canadian Sport Institute - Pacific, and will serve as its Chair in 2023 - 2025; Frank is a volunteer Harassment Ombudsman with BC Hockey; and he serves as Chair of the Online Dispute Resolution Task Force with the ADR Institute of Canada. He spent 6 years as a Director of the Sport Dispute Resolution Centre of Canada. He has previously volunteered with the Olympic, Commonwealth and Pan American Games; and the Royal Life Saving Society. He is the co-author of, “Prayer Road”, a book about the Olympic Games and East Timor.

Frank is an avid swimmer, scuba diver, and underwater photographer.

In 2010 Frank was presented with the University of Regina Alumni Association’s Lifetime Achievement Award.
